Note: The preparer of this Website does not claim to know everything, and indeed several pieces of information as yet elude him. While it is unlikely that any of these peices of information would make a large difference in the overall conclusions, it certainly would be helpful to be able to work with a few more good hard facts. Answers to the following questions are sought:

Can anyone please supply me with a text of His Holiness Pope Pius X's encyclical/motu proprio/bull Ex Quo Nono? There does not seem to be a complete text of it anywhere, yet its quotations are crucial to Patrick Omlor's arguments in his booklets, and the compendium collection thereof, his book The Robber Church. So where can a text of it be obtained?

On what date (and can you document it?) did Paul VI give the Papal Tiara to the United Nations?

Bp. Rangel was present when Bp. Rifan was consecrated in 2002 by Cd. Hoyos and co-consecrated by Bp. Guimaraes, and possibly (hopefully) Bp. Rangel himself as well. Can anyone document for sure that Bp. Rangel also co-consecrated Bp. Rifan at that ceremony?

From: William Myers (williammyers@mindspring.com). Dear Mr. Ruby,

I did notice a question that I thought I might answer, from your webpage. The "papal" tiara of Paul VI is presently in the National Basilica of the Immaculate Conception. A friend of mine visited it and saw the tiara, and (I believe) the documents presenting it to the Archdiocese of Washington D.C.

William

Very good! But do you have the date that Paul VI surrendered it?

From: William Myers. The date is February 6, 1968. I happened to see it on the National Shrine site. I hope it's what you're looking for. They have the pictures and information [as follows]:

The tiara of Pope Paul VI is featured as part of the papal exhibit entitled, "Vatican Treasures." The tiara was first presented to the National Shrine by the Apostolic Delegate to the United States on February 6, 1968 as a gesture of Pope Paul VI's affection for the Catholic Church in the United States. It is on permanent display in Memorial Hall along with the stole of Pope John XXIII, which he wore at the opening of the Second Vatican Council. Pope Paul VI was the last pontiff to wear the papal tiara, which for centuries symbolized the Holy Father's threefold role as the servant of the servants of God. At the end of the Second Vatican Council, Pope Paul VI descended the steps of the papal throne in St. Peter's Basilica and laid the tiara on the altar in a dramatic gesture of humility and as a sign of the renunciation of human glory and power in keeping with the renewed spirit of the Second Vatican Council.

From: Sue Beaulieu (beau@southwind.net).

I have been attempting to help a friend locate a (hopefully) declassified CIA report for over a year.

The document (CIA Report n. 54289, dated June 6, 1963) was quoted by Alberto melloni in "Pope John XXIII Open Questions for a Biography" in the Catholic Historical Review, January 1986, p.64.

Do you have a copy of this report or have you ever heard of it?

Do you have any material related to the Conclave of 1958 or 1963 or 1978?

It is believed that 7 major governments had Pope Pius XII under surveillance -- they read his mail and paid off his assistants, etc.

We are anxious to find all the information we can about this. Thank you so much for any help you can give us.

Sincere regards,
Sue Beaulieu

I regret to inform you that I do not presently possess any CIA documents (classified or not) which may help you here. If anyone out there does, you may send it either to me or to Sue Beaulieu. As to the 1978 Conclave, the only reliable and interesting piece of information which I have come across is in an early Angelus in which it is brought out that one of the early papal votes (which failed to obtain the necesasary two-thirds vote in favor of any candidate) actually had three votes for Abp. Lefebvre as Pope. Apart from that I have nothing, and furthermore have grave suspicions against even what "information" has been circulating about either the 1958 or 1963 conclaves provided by the late Fr. Malachi Martin, and that which advocates of the so-called "Siri theory" promote. Since those present at the voting are clearly sworn to secrecy under pain of excommunication, it is unlikely that any reliable information is ever likely to come to light. I have no information on what governments (if any) had been spying on Pope Pius XII. If anyone else out there does, please let me or Sue Beaulieu know. Thank you.
