Instructions for getting Õ and ễ characters in VISCII using MS notepad:
*1 - to get Õ: Open notepad and enter "àA" and save in UTF-8. Open file as ANSI and look for "Ã A" string. The space in the middle can be cut and paste into notepad (in the ANSI mode) to provide the Õ character.
*2 - to get ễ: Open notepad and enter "íA" and save in UTF-8. Open file as ANSI and look for "Ã-A" string. The hyphen in the middle can be cut and paste into notepad (in the ANSI mode) to provide the ễ character.
